NEWS RELEASE
FOR IMMEDIATE RELEASE June 3, 2025
HONOLULU, Hawaiian Kingdom—Press release from the office of Edward Halealoha Ayau. Today, Attorney General Anne Lopez received a 10-page letter, with attachments, from Edward Halealoha Ayau who is the attorney representing Maui Police Detective Kamuela Lanakila Mawae. That letter addresses legal concerns regarding the status of Hawai‘i as an occupied State and potential war crimes being committed by law enforcement officers.
In 2022, Mawae and Patrolman Scott McCalister requested legal services regarding Hawai‘i’s political status. They sought assurance that enforcing U.S. laws does not violate international law. On behalf of Mawae and McCalister, Chief John Pelletier formally requested legal services from Maui’s Corporation Counsel. Corporation Counsel’s response to Pelletier was evasive and did not address what was asked.
In 2024, a letter from Mawae and 36 other retired and active police officers urged Major General Kenneth Hara to establish a military government in Hawai‘i. They expressed concern over the lack of transition to military governance, which could implicate officers in unlawful actions. In that letter they stated, “It is deeply troubling that the State of Hawaii has not been transitioned into a military government as mandated by international law. This failure of transition places current police officers on duty that they may be held accountable for unlawfully enforcing American laws. This very issue was brought to the attention of the Maui County Corporation Counsel by Maui Police Chief John Pelletier in 2022.” Ayau noted that Hara did not perform his duty under international law and Army Regulations and consequently became the subject of the Hawaiian Royal Commission of Inquiry’s War Criminal Report no. 24-0001 for the war crime by omission.
Ayau’s letter referred to former Senator Cross Makani Crabbe’s request to the Attorney General dated September 19, 2024, for a legal opinion on Hawai‘i’s status, emphasizing the need for clarity on its legality. Crabbe made the request because of his concern that he and other members of the Legislature were committing war crimes by enacting American laws. Crabbe stated in his request, “As a Senator that represents the 22nd district, I am very concerned by these allegations that the State of Hawai‘i, as a governing body, is not legal because the Hawaiian Kingdom continues to exist as an occupied State under international law.” The Attorney General has not responded, which Ayau stated is now at eight months since the initial request.
Ayau’s letter references legal opinions from scholars asserting the Hawaiian Kingdom’s continued existence under international law. It highlights the absence of a treaty ceding Hawaiian sovereignty to the United States, questioning the legitimacy of U.S. claims to sovereignty over Hawai‘i and the impact it has on all law enforcement officers of the State of Hawai‘i and the four Counties. Ayau cites renowned expert and scholar, Professor William Schabas from Middlesex University London, who authored a legal opinion for the Royal Commission of Inquiry identifying war crimes being committed since January 17, 1893. One of those war crimes is the unlawful imposition of American laws and administrative measures within the territory of an occupied State, which is called the war crime of usurpation of sovereignty during military occupation.
In the letter, Ayau stated, “on behalf of my client, I am respectfully submitting to you a deadline by June 11, 2025, for you to make public the legal opinion, as formally requested by former Senator Crabbe, that clearly states, by citing sources of international law, i.e. treaties, custom, general principles of law, and judicial decisions and scholarly writings, that the State of Hawai‘i is within the territory of the United States and not within the territory of the Kingdom.” He also stated that if “you do not make public your legal opinion by this day, my client will be forced to comply with the law of occupation.”
“In 1893, a political crime was committed by the United States against the Hawaiian Kingdom,” said Ayau, “and this led to the American theft of a country that was internationally recognized worldwide.” He then stated, “we are repatriating our country according to the rules of international law so that this American occupation will come to an end.”

Simple question! Is the Hawaiian Islands U.S. sovereign territory or not?
If it is, prove it! Is there an annexation treaty? If there is no treaty, why is there no military government enforcing the Hague and Geneva Conventions pertaining the laws of occupation and enforcing the December 18th 1893 treaty to reinstate the HK Government?
Certainly that is the question for every Hawaiian, not Americans. Obviously I wouldn’t leave it up to Americans to answer especially since societies have been dumb down. Just look at all the war criminals in Japan and Germany that was authorized to continue their economies after WWII. Like how many Nuremberg/Tokyo War criminals actually were sentenced to death and imprisonment. I swear Speer and even the Emperor of Japan got off with their war crimes.
Iolani, you are asking a rhetorical question. There is only one answer. The Hawaiian Kingdom continues to exist, therefore, the State of Hawaii is within the territory of the Hawaiian Kingdom. The AG knows this and has no legal explanation or evidence to the contrary. This is why she refuses to provide an answer, she can’t. She is boxed in and now everyone now knows it. Reading between the lines, it appears this exercise and documentation are for an audience on the sidelines. MHO
Yes. Based on the AG’s silence, she is admitting that Hawaii is occupied territory and the State of Hawaii is a puppet regime and is illegal under the laws of occupation. Otherwise the State would be doing a press conference showing proof that Hawaii is U.S. sovereign territory.
This victim mindset sucks…wtf Hawaiians!!! Either you have power or not, those creating scenarios to acquire admission of guilt by the occupiers are pathetic. They will never admit it and trying to seek such admission is futile. Take a stand without question and stand your ground!
Under the law of nations, the US has the right to intervene and interfere in foreign affairs in order to protect American lives and property. We need to stop playing ourselves. The US invaded our territory in order to protect American/German insurgents for the purposes of establishing a trade and military outpost.
We the residents of this outpost/district have the power to change things here in our islands. Thus, Congress protects all Americans abroad, even socially secured Hawaiian/US Citizens residing within their defined “State of Hawaii” so think twice when you use that social security numbers.
Hawaiians are protected by God, not Congress.
Excellent comments, all corruption and fraud must STOP. We are not america! we are The Hawaiian Kingdom Stolen by the u.s. and we have NEVER been annexed as such. Imua, ke Akua will flip this switch to truth, not lies and manipulations by money hungry narcs.
Are you saying that because this is the way it is now, Hawaiians shouldn’t get their land and laws back? Did the thief’s win?
Not at all. I just think another approach would be more fruitful but I understand the tactical application towards duty bound government agents. What I am saying is that I believe Hawaiians should legally mobilize against the fraud rather than seek an admission of guilt or clarification from any US/State agent because as Keanu said it best in the Larsen case…”the US will never admit to occupation, who would? Because to admit occupation is to admit to the continued existence of the Hawaiian Kingdom.” Thus, “the Hawaiian Kingdom existence is in rem, not in personam (Larsen Case).
So, we should peel back Statehood because the State of Hawaii does exist only in personal opinions of others while the Hawaiian Kingdom exists regardless of personal/official opinions. I think seeking a published legal opinion from the AG on the matter is futile because it is self evident that the State of Hawaii will never admit to their occupation or our continuity and will always use Statehood as a political barrier to the legal question. Exposing the maladministration of the Statehood plebiscite which has led to the fraudulent misrepresentation of our Islands as the 50th state is square one. If we are not willing to do our duty as State residents and Hawaiian Kingdom inhabitants and call out the Statehood fraud, then we just as fraudulent as the vote. To expose the rigged Statehood vote is to discover the fraudulent misrepresentation of our country as the 50th state and the American Occupation of the Hawaiian Kingdom.
Time for another peaceful standoff. Like Mauna Kea but at the block of the palace and state capital, shut it down until they acknowledge the truth and comply with the law. Dr. Sai and the council of regency could use the leverage. Also the state and county buildings on each island, thousands of Hawaiians steadfast until the truth is acknowledged and we transition to military government.
I’m Mākaukau!
Simple answer. Yes
International law’s Presumption of CONTINUITY (w/o a bonafide Treaty) trumps ANY alleged ownership. AG Lopez knows this & IS complicit even w/ her silence. Pretty sad that she’s “Hawaii’s CHIEF legal & law enforcement officer”. In a 2022 interview she states she has a “passion to promote the BEST INTEREST OF HAWAII and its citizens.” Humm.
Also odd is that her “biography” does NOT provide any history of her roots, besides being born in CA & attending a CA university before she establishes Hawaii connections. It appears that she is also an IMPORT from somewhere else like our imported Green is–as well as many other appointees like our state librarian, etc… aka control by INFILTRATION appears to continue.
btw the deadline of June 11 falls on the statewide celebration of KAMEHAMEHA DAY– how wonderfully auspicious!
Plus, the Honolulu Festival follows shortly after (6/13-15) always w/ a lengthy HUGE FIREWORKS display sponsored by Japan– who signed treaties w/ the Hawaiian Kingdom; the first in 1871 (trade & diplomatic exchange) & 1886 (Japanese emigration to HI). It would be GREAT to celebrate some HK victories!
So how can WE-THE-PEOPLE support these honorable, OATH- following MAUI police officers? [Glad their imported dirty chief is off-island trying to defend his PDiddy entanglements.]
Mahalo Kumu Sai et al for your good works while educating us! 💗
Oops. No ‘Honolulu Festival’ (that’s in March). June sponsors the Pan-Pacific Festival, June 13-15th. Guess we’ll have to WAIT for our BIG fireworks. 🎆
Anticipation…
I’m so ready for this to happen. Imua Hawaiian Kingdom!✊🏼
will we get an update tomorrow about the outcome of this correspondence?
btw *ONE* ai search engine provided this statement:
“In 2024, the State of Hawaii, on behalf of the United States, began the process of transforming into a Military Government to administer the laws of the Hawaiian Kingdom that existed prior to the occupation. This transformation includes the implementation of provisional laws proclaimed by the Council of Regency in 2014.”
Doesn’t mean that it’s true YET odd that a ‘machine search’ would arrive at that conclusion! Plus, as mentioned in a previous post, our Kumu DID very briefly state in a 2023 interview that *secret* negotiations had been taking place. ..
There’s also evidence of US military’s slow WITHDRAWAL:
*Activists surprised by Army’s willingness to let go of 782 acres of leased state land at the front of Mākua Valley (5/19/25)
*BLNR halts Army lease extension of 23,000 acre Pōhakuloa Training Area facility (5/9/25)
Here’s an informative overall article on the topic:
*The Days Of The Army Leasing Land In Hawaii For $1 Are Likely Over. But What’s Next? (4/18/24)

What an AMAZING time to WITNESS, eh?
Mahalo for the UNWAVERING persistence of our ‘acting’ Council of Regency et al! 🎉Our FiReWoRkS!🎉
