{"id":980,"date":"2013-11-25T07:27:33","date_gmt":"2013-11-25T07:27:33","guid":{"rendered":"http:\/\/hawaiiankingdom.org\/blog\/?p=980"},"modified":"2013-11-25T20:09:07","modified_gmt":"2013-11-25T20:09:07","slug":"ambassador-sais-presentation-to-the-swiss-diplomats-zurich-network-well-received","status":"publish","type":"post","link":"https:\/\/hawaiiankingdom.org\/blog\/ambassador-sais-presentation-to-the-swiss-diplomats-zurich-network-well-received\/","title":{"rendered":"Ambassador Sai&#8217;s Presentation to the Swiss Diplomats-Zurich Network Well Received"},"content":{"rendered":"<p>On November 11, 2013, Dr. David Keanu Sai, as <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=79\">Ambassador-at-large<\/a> for the <em>acting<\/em> government of the Hawaiian Kingdom, was invited by the <i><a href=\"http:\/\/swissdiplomats.net\/\">Swiss Diplomats-Zurich Network<\/a><\/i> to <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=890\">present<\/a> on the status of the Hawaiian Kingdom at the University of Zurich. Dr. Sai was received and introduced as the Ambassador-at-large of the Hawaiian Kingdom with all the diplomatic protocol and etiquette.<\/p>\n<p>The <a href=\"http:\/\/hawaiiankingdom.org\/pdf\/Zurich_Pres.pdf\">program<\/a> began promptly at 6:30 pm with an introduction by Dr. Max Schweizer, <a href=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Max_Schweizer.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-986\" alt=\"Max_Schweizer\" src=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Max_Schweizer-222x300.jpg\" width=\"117\" height=\"158\" srcset=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Max_Schweizer-222x300.jpg 222w, https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Max_Schweizer.jpg 369w\" sizes=\"auto, (max-width: 117px) 100vw, 117px\" \/><\/a>Executive Director of the <i>Swiss Diplomats-Zurich Network<\/i>, welcoming everyone in attendance, which included former Swiss Ambassadors and Diplomats, students from the University of Zurich\u2019s <a href=\"http:\/\/www.sml.zhaw.ch\/en\/management\/institutes-centers\/foreign-affairs-applied-diplomacy\/the-center.html\">Center of Foreign Affairs &amp; Applied Diplomacy<\/a>, as well as <a href=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Maximilian_Stern.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-987 alignright\" alt=\"Maximilian_Stern\" src=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Maximilian_Stern-231x300.jpg\" width=\"111\" height=\"144\" srcset=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Maximilian_Stern-231x300.jpg 231w, https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Maximilian_Stern.jpg 279w\" sizes=\"auto, (max-width: 111px) 100vw, 111px\" \/><\/a>people from the public sector. Dr. Schweizer is Head of the <i>Center of Foreign Affairs &amp; Applied Diplomacy<\/i> that trains future diplomats from Switzerland and other foreign countries. Dr. Schweizer also introduced <a href=\"http:\/\/gcc-swiss.grc.net\/index.php?option=com_content&amp;view=article&amp;id=178&amp;Itemid=1\">Maximilian Stern<\/a>, Executive Director of <i><a href=\"http:\/\/www.foraus.ch\/de\/#.UpKmu2TwJ74\">foraus<\/a>, a\u00a0<\/i>think-tank for Swiss Foreign Policy, which co-sponsored the event.<\/p>\n<p>At 6:40 pm Professor <a href=\"http:\/\/www.consularcorpshawaii.org\/consulsemeritus\/schweizer\/\">Niklaus Schweizer<\/a>, a former Honorary Swiss Consul and current member of the <i>Swiss Diplomats-Zurich Network<\/i>, provided a short <a href=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Niklaus_Schweizer.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-988\" alt=\"Niklaus_Schweizer\" src=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Niklaus_Schweizer.jpg\" width=\"119\" height=\"150\" \/><\/a>presentation on the historical background of Swiss-Hawaiian relations. Professor <a href=\"http:\/\/manoa.hawaii.edu\/llea\/german\/faculty\/niklaus-schweizer\/\">Schweizer<\/a> is also a faculty member at the University of Hawai\u2018i at Manoa and teaches a college course titled\u00a0<i>Europeans in the Pacific<\/i>. Professor Schweizer also provided an incredible link from <a href=\"http:\/\/en.wikipedia.org\/wiki\/Huldrych_Zwingli\">Huldrych Zwingli<\/a> (1484-1531), who was a religious leader of the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Reformation_in_Switzerland\">Reformation<\/a> in Zurich, to <a href=\"http:\/\/en.wikipedia.org\/wiki\/John_Calvin\">John Calvin<\/a> (1509-1564) who was part of the <a href=\"http:\/\/en.wikipedia.org\/wiki\/John_Calvin#Reform_in_Geneva_.281541.E2.80.931549.29\">Reform in Geneva<\/a>, Switzerland, to the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Calvinism\">Calvinist<\/a> missionaries from the United States that arrived on the island of Hawai\u2018i in 1820. His presentation ended by stating there is a lot more history to Hawai\u2018i than Waikiki and tourism.<\/p>\n<p>Dr. Sai then followed with his power point presentation <i>Hawai\u2018i: An American State or a <a href=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Sai_Pres_Zurich.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-991\" alt=\"Sai_Pres_Zurich\" src=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Sai_Pres_Zurich-300x197.jpg\" width=\"300\" height=\"197\" \/><\/a>State under American Occupation<\/i>. The presentation covered the legal and political history of the Hawaiian Kingdom; its <a href=\"http:\/\/hawaiiankingdom.org\/pdf\/Annex%2051.pdf\">treaty with Switzerland<\/a>, the illegal overthrow; the ensuing illegal and prolonged occupation by the United States; the <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=18\">Protest and Demand<\/a> filed with the United Nations General Assembly; the <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=745\">Referral<\/a> filed with the International Criminal Court; the <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=897\">Application Instituting Proceedings<\/a> at the International Court of Justice with Switzerland named as a defendant; and the ongoing commission of war crimes. A panel discussion immediately followed the presentation.<\/p>\n<p>The panel was comprised of Dr. Sai, Professor Schweizer and Dr. <a href=\"http:\/\/de.wikipedia.org\/wiki\/Christian_Blickenstorfer\">Christian Blickenstorfer<\/a>, who is President of the <i>Swiss Diplomats-Zurich Network<\/i> as well as former Swiss Ambassador to the United States, Saudi Arabia, United Arab Emirates, Oman, Yemen, and<a href=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Panel_Zurich.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-990 alignright\" alt=\"Panel_Zurich\" src=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Panel_Zurich-300x180.jpg\" width=\"300\" height=\"180\" \/><\/a> Germany. Dr. Schweizer moderated the panel. Dr. Blickenstorfer stated that when he visited the Hawaiian Islands while Ambassador to the United States, he clearly saw two versions of the Hawaiian Islands that he didn\u2019t expect. First was the perception that Hawai\u2018i was the 50<sup>th<\/sup> State of the United States and the other was a kingdom with a Palace and the Royal Hawaiian Band. He clearly didn&#8217;t understand the distinction until Dr. Sai\u2019s presentation, which he said was very informative and clear. Dr. Schweizer then asked Dr. Sai about his position as Ambassador-at-large and if he could explain to the audience his position and how he was appointed. Dr. Sai responded with a short narrative of how the <em>acting<\/em> government was established in 1996 utilizing laws of the Hawaiian Kingdom as it existed before the occupation in the provisional and temporary establishment of a Regency that was provided for under the Hawaiian constitution under the legal <i><a href=\"http:\/\/en.wikipedia.org\/wiki\/Doctrine_of_necessity\">doctrine of necessity<\/a><\/i>. The panelists and audience understood the application of the <i>doctrine of necessity<\/i> as it applies to government.<\/p>\n<p>Questions were then taken from the audience that centered on the economy of the Hawaiian Kingdom and how would it look like during and after the occupation ends. Another question was by a Swiss Human Rights activist asking for Dr. Sai&#8217;s response to actions taken by Mr. Leon Siu who is trying to get Hawai\u2018i listed on the United Nations list of colonies in order for Hawai\u2018i to be de-colonized. She explained that Mr. Siu stated to her that all it takes is one country to support Hawai\u2018i\u2019s listing, and she asked Dr. Sai for his thoughts or whether or not \u00a0Switzerland could be that country. Dr. Sai&#8217;s responded that it was not the appropriate action to be taken regarding Hawai\u2018i\u2019s occupation, because to say that Hawai\u2018i is a colony of the United States is to imply that Hawai\u2018i is not an already existing sovereign, but occupied, State. He explained that de-colonization is the process of self-determination where the population of a colony will decide whether it wants one of three options; first, to be an independent and sovereign State; second, a status of free association with the former colonizer; or, third, total incorporation into the sovereignty of the colonizer. Because Hawai\u2018i\u2019s government was illegally overthrown by the United States, does not mean Hawai\u2018i became a U.S. colony. The diplomats in the audience understood Dr. Sai&#8217;s response and agreed that de-colonization is not the process because the issue is State continuity and not the creation of State.<\/p>\n<p>After the panel there was time for everyone to have some wine and to mingle. Dr. Sai was soon surrounded by the diplomatic students who were from Russia, France, Switzerland and Spain. The students from Russia, in particular, wanted a picture taken with Dr. Sai. There were specific questions from the students regarding economic trade between the Hawaiian Kingdom and European countries and how would that would look like. Dr. Sai explained that the treaties are still in force and that Hawaiian law provides for free trade. What resonated among the students and the diplomats was the clear understanding that the Hawaiian State would still exist under international law, despite its government being illegal overthrown. This was the basis for the Hawaiian Kingdom\u2019s continued existence and the formation of the <i>acting<\/i> government.<\/p>\n<p>The evening ended with a dinner in Dr. Sai\u2019s honor at <a href=\"http:\/\/www.restaurant-kantorei.ch\/en\/\">Kantorei restaurant<\/a>, which was walking distance from the university. The senior officers of the Swiss Diplomats-Zurich Network\u2019s <a href=\"http:\/\/swissdiplomats.net\/index.php\/structure\/executive-committee\">Executive Committee<\/a> hosted the dinner. The diplomats and officers of the Swiss <a href=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Swiss_Diplomats_Exec.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-993\" alt=\"Swiss_Diplomats_Exec\" src=\"https:\/\/hawaiiankingdom.org\/blog\/wp-content\/uploads\/2013\/11\/Swiss_Diplomats_Exec-300x180.jpg\" width=\"300\" height=\"180\" \/><\/a>Diplomats-Zurich Network gave their support to the actions taken by the\u00a0<i>acting<\/i> government and wished it well as it proceeds towards the path of de-occupation. What was conveyed to Dr. Sai, as they walked to the restaurant, was how logical a path the <em>acting<\/em> government has taken in light of a prolonged occupation. What was especially welcomed to these diplomats was the focus on re-education at the collegiate and secondary levels, as well as the community at large.<\/p>\n<p>The next day Dr. Sai was given a message from one of the former Swiss ambassadors in attendance at the presentation the night before, where he wanted to convey to Ambassador Sai that he is a \u201cvery good diplomat.\u201d Dr. Sai asked the individual who delivered the message if that was a compliment.
