Dr. Sai has a Ph.D. in political science specializing in international relations and public law.<\/p>\n<p>-Follow Hawaiian Kingdom news and updates on Twitter:\u00a0<a href=\"https:\/\/twitter.com\/HKSpokesperson\">@HKSpokesperson<\/a><\/p>\n<p>Dr. Sai originally founded the <em>acting<\/em> government of the Hawaiian Kingdom on March 1, 1996, with Donald Lewis and Nai\u2018a Ulumaimalu, Trustees of the Hawaiian Kingdom Trust Company. Dr. Sai also\u00a0served as lead agent for the Hawaiian Kingdom in international arbitral proceedings before the <a href=\"http:\/\/www.pca-cpa.org\/showpage.asp?pag_id=1159\">Permanent Court of Arbitration<\/a>, <a href=\"http:\/\/vimeo.com\/17007826\"><i>Larsen v. Hawaiian Kingdom<\/i><\/a>\u00a0(1999-2001).\u00a0The Arbitral Tribunal in the <i>Larsen<\/i> arbitration comprised of Professor <a href=\"http:\/\/www.lcil.cam.ac.uk\/people\/professor_james_crawford.php\">James Crawford<\/a>, SC, Presiding Arbitrator, who at the same time was a member of the United Nations International Law Commission and <i>Special Rapporteur<\/i> on State Responsibility (1997-2001); Professor <a href=\"http:\/\/www.icj-cij.org\/court\/?p1=1&amp;p2=2&amp;p3=1&amp;judge=169\">Christopher Greenwood<\/a>, QC, Associate Arbitrator, who now serves as a Judge on the International Court of Justice since February 6, 2009; and <a href=\"http:\/\/www.vicbar.com.au\/profile?731\">Gavan Griffith<\/a>, QC, Associate Arbitrator, who served as former Solicitor General for Australia. The jurisdictional basis of the Permanent Court of Arbitration in <i>Larsen v. Hawaiian Kingdom<\/i> was a dispute between a State and a private person.<\/p>\n<p>Dr. Sai also served as agent for the <i>acting<\/i>\u00a0government when a <a href=\"http:\/\/hawaiiankingdom.org\/united-nations.shtml\">Complaint<\/a> was filed against the United States of America with the United Nations Security Council on July 5, 2001, under the Presidency of China.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On August 1, 2012, the acting government of the Hawaiian Kingdom appointed David Keanu Sai, Ph.D., its Ambassador-at-large.
