{"id":4213,"date":"2017-11-28T07:44:45","date_gmt":"2017-11-28T07:44:45","guid":{"rendered":"http:\/\/hawaiiankingdom.org\/blog\/?p=4213"},"modified":"2017-11-28T07:44:45","modified_gmt":"2017-11-28T07:44:45","slug":"big-island-video-news-bivn-international-inquiry-delayed-after-political-bomb-sai-says","status":"publish","type":"post","link":"https:\/\/hawaiiankingdom.org\/blog\/big-island-video-news-bivn-international-inquiry-delayed-after-political-bomb-sai-says\/","title":{"rendered":"Big Island Video News (BIVN): International Inquiry Delayed After \u201cPolitical Bomb\u201d, Sai Says"},"content":{"rendered":"<p><a href=\"http:\/\/www.bigislandvideonews.com\/2017\/11\/25\/video-international-inquiry-delayed-after-political-bomb-sai-says\/\" target=\"_blank\" rel=\"noopener\">HILO, Hawaii &#8211; Keanu Sai told attendees at a Hilo L\u0101 Ku\u02bboko\u02bba conference that the Secretary-General of the Permanent Court of Arbitration &#8220;has just been exposed as an agent for the United States at the highest level of the court.&#8221;<\/a><\/p>\n<p><span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe loading=\"lazy\" class=\"youtube-player\" width=\"584\" height=\"329\" src=\"https:\/\/www.youtube.com\/embed\/QcadzPTubSM?version=3&#038;rel=1&#038;showsearch=0&#038;showinfo=1&#038;iv_load_policy=1&#038;fs=1&#038;hl=en-US&#038;autohide=2&#038;wmode=transparent\" allowfullscreen=\"true\" style=\"border:0;\" sandbox=\"allow-scripts allow-same-origin allow-popups allow-presentation allow-popups-to-escape-sandbox\"><\/iframe><\/span><\/p>\n<p><strong>(BIVN)<\/strong>\u00a0\u2013 The first sitting of the International Commission of Inquiry, initially scheduled for January 16 and 17, 2018 on the grounds of \u2018Iolani Palace at the Kana\u2018ina Building, has been delayed.<\/p>\n<p>Political scientist Dr. Keanu Sai, who is also the agent representing the Provisional Government of the Hawaiian Kingdom in the Inquiry that stems from the\u00a0<em>Larsen v. Hawaiian Kingdom<\/em>\u00a0arbitration held at the Permanent Court of Arbitration from 1999-2001, made the announcement during a L\u0101 Ku\u02bboko\u02bba educational conference held in Hilo on Saturday.<\/p>\n<p>\u201cWe\u2019re gonna probaly have to hold back on the hearing of January 16 and 17, and probably move it to March,\u201d Sai said.<\/p>\n<p>The orginal January hearing dates would have coincided with the 125th anniversary of the American invasion of the Hawaiian Kingdom on January 16, 1893 \u2013 which was followed by the conditional surrender of the Hawaiian government by Queen Lili\u2018uokalani on January 17, 1893.<\/p>\n<p>According to the\u00a0<a href=\"https:\/\/hawaiiankingdom.org\/blog\/first-sitting-of-the-international-commission-of-inquiry-on-iolani-palace-grounds\/\" target=\"_blank\" rel=\"noopener\">Hawaiian Kingdom<\/a>\u00a0blog:<\/p>\n<blockquote><p>At the core of these proceedings will be the unlawful imposition of American laws that led to the unfair trial, unlawful confinement and pillaging of Lance Paul Larsen, a Hawaiian subject and victim of war crimes committed against him by the United States through its armed force\u2014the State of Hawai\u2018i. These war crimes were committed in 1999.<\/p><\/blockquote>\n<p>The reasons for the delay seem steeped in international intrigue.<\/p>\n<p>\u201cI gotta be honest,\u201d Sai told the crowd at the Boys and Girls Club gym during the L\u0101 Ku\u02bboko\u02bba event, \u201cI always kept thinking \u2018how is the United States gonna obstruct these proceedings?\u2019 They\u2019re not gonna just sit there and let it happen, right?\u201d<\/p>\n<p>The Tribunal in the 1999-2001 arbitration concluded that \u201cit could not determine whether the (Hawaiian Kingdom) has failed to discharge its obligations towards (Larsen) without ruling on the legality of the acts of the United States of America \u2013 something the Tribunal was precluded from doing as the United States was not party to the case,\u201d the PCA says on its\u00a0<a href=\"https:\/\/pca-cpa.org\/en\/cases\/35\/\" target=\"_blank\" rel=\"noopener\">website<\/a>. Sai says the U.S. was given the opportunity to participate before the Tribunal was convened. The U.S. State Department declined, he said, instead asking to access the records of the PCA proceedings.<\/p>\n<p>\u201cIf there was any time that the United States could have stopped these proceedings, it would have been then in 2000,\u201d Sai said. \u201cBut they would have to show the Hawaiian Kingdom doesn\u2019t exist as a state. They couldn\u2019t.\u201d<\/p>\n<p>17 years later, and the International Commission of Inquiry \u2013 an avenue recommended by the Tribunal in its 2001 award \u2013 is about to get underway.<\/p>\n<p>\u201cThis is headquarters for Pacific Command. 118 military installations here,\u201d Sai said of the United States. \u201cYou\u2019re not just gonna sit down and let this whole things happen.\u201d<\/p>\n<p>As things were moving along towards the first hearings, Sai said suddenly, the Secretary-General of the Permanent Court of Arbitration, Hugo Hans Siblesz, \u201cobstructed the proceedings,\u201d via a letter, saying that entities who are not members of the United Nations \u201ccannot use this court.\u201d<\/p>\n<p>\u201cWe were already there!\u201d Sai said, reliving his astonishment. \u201cThis case is stemming from the original case.\u201d<\/p>\n<p>Sai and his deputy agents tried to contact the Secretary-General, to no avail. \u201cSomething\u2019s happening,\u201d Sai thought. \u201cNumber one, that\u2019s very evasive. This guy doesn\u2019t want to talk.\u201d<\/p>\n<p>The events prompted Sai to travel to the Hague, where the Permanent Court of Arbitration is located. But before doing so, Sai looked into the cryptic statements contained in Secretary-General Siblesz\u2019 letter. His research led him to conclude that the Secretary-General \u201cwas actually representing the United States and protecting them in these proceedings.\u201d<\/p>\n<p>\u201cThe Secretary-General cannot operate outside of the Hague convention,\u201d Sai said. \u201cThat means the Secretary-General has just been exposed as an agent for the United States at the highest level of the court. That\u2019s huge.
