{"id":1433,"date":"2014-03-29T09:00:51","date_gmt":"2014-03-29T09:00:51","guid":{"rendered":"http:\/\/hawaiiankingdom.org\/blog\/?p=1433"},"modified":"2014-03-29T09:42:47","modified_gmt":"2014-03-29T09:42:47","slug":"swiss-foreign-ministry-meets-with-hawaiian-envoy-in-bern","status":"publish","type":"post","link":"https:\/\/hawaiiankingdom.org\/blog\/swiss-foreign-ministry-meets-with-hawaiian-envoy-in-bern\/","title":{"rendered":"Swiss Foreign Ministry Meets With Hawaiian Envoy in Bern"},"content":{"rendered":"<p>Due to the <a href=\"http:\/\/hawaiiankingdom.org\/warcrimes.shtml\">war crimes<\/a> that continue to be committed with impunity by the State of Hawai\u2018i, an illegal regime, against innocent civilians, the <a href=\"http:\/\/hawaiiankingdom.org\/\"><i>acting<\/i> government of the Hawaiian Kingdom<\/a> has temporarily refrained from pursuing its <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=964\">proceedings<\/a> at the <a href=\"http:\/\/www.icj-cij.org\/homepage\/index.php\">International Court of Justice<\/a> and has decided to focus its attention to <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=1272\">secure a Protecting Power<\/a> pursuant to the <a href=\"http:\/\/www.icrc.org\/applic\/ihl\/ihl.nsf\/INTRO\/380\">Fourth Geneva Convention<\/a> (GCIV) and the <a href=\"http:\/\/www.icrc.org\/ihl.nsf\/7c4d08d9b287a42141256739003e636b\/f6c8b9fee14a77fdc125641e0052b079\">Additional Protocol I<\/a> (API). A <a href=\"http:\/\/en.wikipedia.org\/wiki\/Protecting_power\">Protecting Power<\/a> is a State that ensures compliance of the Hawaiian Kingdom and the United States to the provisions of the GCIV and API, with particular focus on the protection of civilians.<\/p>\n<p>As a State Party to the GCIV and AP, article 5(1) of the API, states, \u201cIt is the duty of the Parties to a conflict from the beginning of that conflict to secure the supervision and implementation of the Conventions and of this Protocol by the application of the system of Protecting Powers, including <i>inter<\/i> <i>alia <\/i>the designation and acceptance of those Powers, in accordance with the following paragraphs.\u201d And according to article 5(3) of the API, if a Protecting Power has not been designated, \u201cthe International Committee of the Red Cross\u2026shall offer its good offices to the Parties to the conflict with a view to the designation without delay of a Protecting Power to which the Parties to the conflict consent.\u201d<\/p>\n<p>On December 18, 2013, at its headquarters in Geneva, Switzerland, the <a href=\"http:\/\/www.icrc.org\/eng\/\">International Committee of the Red Cross<\/a> (ICRC) was <a href=\"https:\/\/hawaiiankingdom.org\/blog\/?p=1061\">formally requested<\/a> to assist the Hawaiian Kingdom in securing a Protecting Power in accordance with the GCIV and API. In this pursuit, the <i>acting<\/i> government has been in the process of securing a meeting with the Swiss government in order to formally request that it be a Protecting Power and to work with the ICRC. The Swiss government has a long history of serving as a mediator to international conflicts and did serve as a protecting power in the past. A meeting was secured on March 26, 2014, and the Swiss Federal Department of Foreign Affairs&#8217;\u00a0<a href=\"http:\/\/www.eda.admin.ch\/eda\/en\/home\/dfa\/orgcha\/sectio\/dil.html\">Directorate of International Law<\/a> in Bern, Switzerland, received the <i>acting<\/i> government\u2019s Envoy Extraordinary and Minister Plenipotentiary.
